In October 2009 AtkinsRéalis Consulting Engineers were appointed by Offaly County Council to provide engineering consultancy services from the concept stage through to construction stage for the proposed Cloneygowan Bypass Scheme in Offaly on the existing R420 Route between Tullamore and Portarlington. The proposed alignment commences from the existing road to the east of Cloneygowan Village and to the east of the existing road over railway bridge. It continues to the north of the village, before tying back in with the existing R420 to the north west of Cloneygowan Village. The proposed route runs in low lying rural land mainly used for agricultural purposes.

The new scheme includes the provision of a single carriageway road bypassing the 2 road over rail bridges at either end of the village of Cloneygowan. The provision of right turning lanes within the scheme is included for junctions with the local roads crossed over the length of the scheme. The Cloneygowan Bypass Scheme will increase safety on the R420 route. The overall length of the entire scheme is in the region of 3km.
